Goal: Provide automation tooling for Maistra processes

Problem: At present there are a number of manual steps involved with building, testing and tracking issues within the Maistra team.

Why is this important: Reduce the impact on the team through better use of automation

• Development of bot to integrate with GitHub/IRC/Slack to handle automation tasks
