Bump Istio CRDs from v1beta1 to v1

Currently we are using apiextensions.k8s.io/v1beta1 for the kind CustomResourceDefinition in our CRD's.

 v1beta1 is already deprecated in OCP and will be removed soon.

We should be good to update to v1 as long as we only have to support OCP 4.6+.

The CRDs in the 2.0, 1.1 branches of maistra/istio will also need to be modified, and these changes cannot go in until we release 2.1.

Acceptance:

• All CRDs in the maistra/istio maistra-2.1 branch should be converted to v1.
• Check and investigate if we need to change or remove the conversion code.
