RabbitMQ get dropped every 15 minutes when MTLS is enabled

      Openshift 4.2 - RabbitMQ deployed under Service Mesh

      when MTLS is enabled istio-proxy returns the following each 30 mins:

      [2020-02-03 04:52:06.395][19][warning][config] [bazel-out/k8-opt/bin/external/envoy/source/common/config/_virtual_includes/grpc_stream_lib/common/config/grpc_stream.h:86] gRPC config stream closed: 13,

      If MTLS is disabled this behavior stops happening.

      Expected results:

      Don't get 'connection closed' events having MTLS enabled
