as OSSM QE I want to know that all critical components of OSSM are covered by tests (integration / e2e / whatever applicable) 

some cross functional team composed of 1 developer from Istio/Maistra and 1 developer from Kiali to help us identify critical components and their coverage

problem:

• Isio/Maistra and Kiali don't share any testing tool or pipeline (nor infrastructure?)
• lot of Kiali UI tests (selenium) contains testing of Istio/Maistra itself, they should be migrated left to Maistra
• OSSM e2e test should be identified and be in ownership of both teams (QE's)

goal:

lets say we want to use new tool for i.e. API testing, this tool should be agreed by both team advocates (developer from Maistra and developer form Kiali) - so its not exclusive to one team only. Both teams have basic insight what is covered
