      This epic track refactoring the next gen libvirt installation to host install libvirt instead of
      installing is in a container.

      This will simplify upgrade by ensuring the libvrit version is always aligned with the underlying version of rhel, removing the need to pin it during mix rhel deployments.
      decontainerisation also ensure that feature such as mdev persitance can function

      this work was motivated by the investigation done during https://issues.redhat.com/browse/OSPRH-123 and is planned for completion in q4
