Former title: Technical Debt OSM CI Environment

The goal of this epic is to get rid of the technical debt arround the CI infrastructure of os-migrate.

      Problems:

      • CI environment has grown organically over time and has reached a point of difficulty in maintenance
      • Configuration files aren’t as easy to work with as they should be
      • Lack of resources available in PSI
      • PSI environment is now shared with upgrades DFG

      Endeavours:

      • Cleanup of the environment to help free resources.
      • Understand how many resources we need (Fernando).
      • Create dedicated PSI group environment for DFG:Migrations use
      • Connecting the openstack environments between themselves and the gitlab runner (already done for 16 to 18)
      • Deploy 17.1 env
      • Vmware migrations under ci
