This task is to switch ovsdb-server container that is part of OVNController pod to a cloud native deployment mechanism that supports PVC storage. DaemonSets that are used right now don't support PVC Templates. StatefulSets do. Unless DaemonSets support PVC in the future, this task is to switch to StatefulSets to back up the database.
