HostMounts put additional privileges requirements onto consumers. Some of the mounts used in OVNController pod and configJob can be removed without any preparation work. (e.g. /etc/localtime); others may require some migration path (e.g. vswitchd local database may need to migrate to a PVC.)

This task will track migration from HostPath volumes to other volume types compatible with unprivileged / non-root containers.
