IPv6 virtual infrastructure for CI and developer testing

      Red Hat does not have IPv6 connectivity externally, and most internal resources are not available over IPv6. Also many dev/qe associates do not have IPv6 connectivity because their ISPs does not provide the service.

      To enable CI and developers we need a way to "emulate" IPv6 connectivity.

      In install_yamls we have a [solution|https://github.com/openstack-k8s-operators/install_yamls/tree/main/devsetup/scripts/ipv6-nat64] for this utilizing NAT64 and DNS64.

      To complete this story, there should be a way to deploy a NAT64/DNS64 lab usitlizing ci-framework for libvirt and ci-bootstrap for openstack cloud environments.

      This is a diagram showing how the NAT64/DNS64 appliance can be used in Openstack to create an IPv6 bubble that has all external access network-address-translated - while using single-stack IPv6 on the inside.
