      What: Create tooling for deploying/managing OSP control plane as k8s-native pods on OpenShift

      WHY: So that management and HA of OSP services may be managed in greater isolation and with closer collaboration with the service SME.
      WHY: So that OpenStack API can be surfaced consistently in the Container Registry and we explicitly think about per-service management via the Operator framework

      WHY: So that we are better aligned with the overall Hybrid Cloud Strategy

      Goal: Define the requirements for a PoC that demonstrates what we want to do, particularly around the podification of Control Plane Services
