In case of the [Spine-Leaf architecture with Bare Metal nodes in the leaves, dhcp-relays are running in each leaf. Those dhcp-relays are passing DHCP requests to the DHCP servers running on controller nodes and managed by neutron.

This is already supported use case in OSP 17.1 and older but Neutron DHCP agent needs to be deployed in the cluster as native OVN DHCP don't support relays yet (see OSPRH-642 for details about native OVN DHCP and relays).

We need to make sure that this will also work fine in OSP 18 thus we need to have support for deployment of such topology in CI framework and (probably) some CI job which will be able to verify this architecture.

There will be separate network+router+relay agent needed to be created in such test job but rhn-gps-hjensas is going to prepare detailed diagram of how such test cluster should look like. Based on that we will create tasks in this Epic.
