Goal: 

• We had a previous rebase to python-oslo-limit 2.6.0 but there were unfortunately a few bugs in it that prevented endpoint ID discovery from working. These bugs have been fixed as of version 2.9.2, so we request a rebase to this version in order to enable endpoint discovery for unified limits quotas in Nova.

Acceptance Criteria:

• Verify that python-oslo-limit 2.9.2 is the version included in the RHOSO 18.0 in the latest puddle/compose
