We will need to work on this again because of an upstream bug: https://bugs.launchpad.net/oslo.limit/+bug/2123895

Steps needed:

1. After the next upstream oslo.limit library package release, open a Jira to request a rebase for RHOSO 18.0 to the TBD version
2. Open a bug in Nova because it has the same problem as https://bugs.launchpad.net/oslo.limit/+bug/2123895
3. Fix the Nova bug and include a requirements.txt bump to the TBD oslo.limit version
4. Backport the Nova bug fix to RHOSO 18.0
5. Then QE can reattempt the verification
