Based on cyborg virtualized nvme managemet dev env , we got a working xml file which emulates the nvme in libvirt vm.

This card extends that work to run devstack on the same vm for cyborg development and document it in upstream contribution doc like this: https://docs.openstack.org/nova/latest/contributor/testing/libvirt-numa.html 

It needs to be time boxed with 3-4 days.
