Goal: 

• Prepare plan of the tests required to fully cover this new PVLAN service plugin and ML2/OVN backend driver in RHOSO 18,
• Decide which tests can be done u/s in neutron-tempest-plugin and which should be maybe done with different tools to run only in our downstream CI,

Acceptance Criteria:

• Test plan with description of all cases to test will be done,
• For each new test there will be desicion in which repo it should be done and in which CI it should be run (upstream or only downstream),
• There will be new tasks created in the epic OSPRH-25393 to implement each of such new tests,
