Goal:
- Implement new API and ML2/OVN backend support for the PVLANs,
- Implementation should be based on the PoC done as part of
OSPRH-22311epic, - Implementation in Neutron should be done for the ML2/OVN backend but with possibility to extend it for other drivers if that would be needed in future (for community),
Acceptance Criteria:
- New API and driver for ML2/OVN backend will be implemented in Neutron upstream,
- Definition of the new API will be implemented in neutron-lib,
- There will be documentation of the PVLAN usage in Neutron docs upstream,
- Feature will be backported to RHOSO 18,
- Proper scenario test(s) will be written in u/s neutron-tempest-plugin,
- Feature will be tested
