Goal:

Remove the keystoneclient dependancy from Ceilometer
establish an interface to openstack that can be used by the other clients in ceilometer i.e. neutron

Acceptance Criteria:

The keystoneclient dependency is removed from ceilometer requirementsd.txt and ceilometer is still fuctional
