Goal: 

• Ensure Metal3 has the "bootc" deployment interface enabled in it's default state.
• This is ultimately dependent upon OSPRH-21539

Acceptance Criteria:

• Ensure that we can ultimately deploy a bootable container by verifying the default configuration state which is generated in the metal3 launch OR changing Metal3 to enable the "bootc" deploy interface.
