Goal: 

• As an user of the Ironic API, and I want Ironic to be able to make a decision on which deployment interface should be used.
• For example, if I hand Ironic a URL which is a OCI URL, it could be an artifact OR a container image to deploy.
• As a user, I want Ironic to deploy the container image (bootable container) without directly toggling the deployment interface.

Acceptance Criteria:

A list of verification conditions, successful functional tests, or expected outcomes in order to declare this story/task successfully completed.
