[Upstream][CI] Add an OCP 4.20 job to Zuul

      Goal: 

      • Add a new nodeset that has a CRC node with the appropriate label
      • Add 4.20 variants for the 4 existing jobs
      • There are some additional changes that may be required to test it properly e.g. extending supported versions of OCP in the STF operators.

      Acceptance Criteria:

      • New jobs definition PR is merged to the upstream master branches
