Goal: 

• As a RHOSO Admin, I want to enable cloud rating, so that Cloud Admins can use the feature to create rating rules, and so that Cloud Users can create queries and reports on their cloud consumption.

• Explanation of the Cloud Rating feature and its benefits.
• A verified procedure for RHOSO Admins to enable the feature in their RHOSO deployment.
• Detailed prerequisites.
• Limitations are outlined.
