Summary:

• As confidential computing is currently starting to be required in cloud computing, we need to ensure OpenStack is not behind. We are starting to have requests for both AMD SEV and Intel TDX, so ideally we should prepare plan to enable support for both technologies

• To prepare plan for enabling Intel TDX
