Goal: 

As a developer, I want run some level of scale testing by using the fake virt driver, so I can fine tune the thread pool sizes of various nova services running in threading mode.

As a developer, I want to have an upstream graphana dashboard that shows the long term trends of the scale testing measurements so that I can spot long term changes of threading performance of the nova services.

Acceptance Criteria:

• Dashboard exists and shows timing and memory usage trends of the rally scenarios covering the eventlet removal work
• Blog post exists explaining how this dashboard works
