The nova metadata API can be deployed at the top level or cell level depending on the size of the cloud.

The nova operator has support for deploying the metadata API as a top-level service which is ok for smaller deployments. as you scale your cloud using cells its generally advised to run per
cell metadata instances to shard the load and provide improved fault tolerance.
