In RHOSP 16.2, Virtualized Control Planes was supported if the customer used Red Hat Virtualization (1). That product is EOL and is therefore no longer supported for RHOSP 17.1 deployments.
However, we do support it for environments upgraded from 16.2 to 17.1 under some conditions, namely:
The staging-ovirt driver can be used for environments upgraded from RHOSP 16.2 to 17.1, but requires a support exception to be registered.
The fake-hardware driver can be used with virtual machines which were originally deployed using ovirt on OSP 16.x without requiring a support exception.
This note should likely be accompanied by a KCS article with more details about how to identify the driver in use, how to change from one to the other, etc.
