Goal: 

As an OpenStack (Lightspeed) developer, I want an easy mechanism that allows me to get an environment running with OpenStack Lightspeed.

Acceptance Criteria:

• It is possible to deploy an OpenStack environment with OpenStack Lightspeed using the install_yamls repository.
• There is a target in the Makefile in the install_yamls repo, something like make openstack_lightspeed that deploys the OLS operator and OpenStack Lightspeed. The prerequisite of this target is that openstack-operator is running. If it is not, the target fails early with a warning message.
