Goal:

• watcher-operator should configure watcher to consume nova notifications from a separate messaging bus.

Acceptance Criteria:

• A new parameter is added to the Watcher CRD to configure watcher and the required infra to consume nova notifications, if enabled.
• envtest and kuttl tests are added
