Goal:

• After discussions with Juan, we want to make sure the tenancy label name is configurable across all services doing tenancy query modifications. There should be a configuration option for this in each service.
• We also need to add support for this in observabilityclient's rbac module.
• Cloud kitty already has a configuration value for this.
• The scope of the epic is for these projects: python-observabilityclient, Aodh, Aetos

Acceptance Criteria:

All the changes to achieve the goal are proposed and merged
