To Reproduce Steps to reproduce the behavior:

      1. Deploy RHOSO18
      2. Try to upload RHEL9 KVM image through horizon with legacy mode.
      3. The image upload was stopped with '413 Request Entity Too Large'

      Expected behavior

      • Image whose size over 1 GB can be uploaded to the glance through horizon

      Bug impact

      • It has a significant impact to horizon user who wants to upload the image through horizon legacy mode and its image size over 1 GB.

      Known workaround

      • Not available except modify the horizon image

      Additional information
      This issue happens by https://access.redhat.com/articles/6975397.
LimitRequestBody directive has new default, 1GB.
We need to have an interface to increase the size through option.
