We no longer need TLS control over include of conf.d/*.conf in httpd.conf

The httpd configuration includes all files from conf.d in it, but for historical reason this is behind a conditional that only includes the files when TLS is enabled. That bug has been fixed, so we can remove that conditional.

This will allow us to use the extraMounts feature of the operator to add configuration to httpd.
