Design & implement the base agent architecture:

• communicate over slack
• base Jira tools (create and manage tickets)
• create a system prompt to lead the agent during is decisions and about how it should behave with us
• infer by relying on google AI studio (will be replaced by local and open source inference engine)
• base documentation
