Goal: 

• Use a common role for all existing standalone container cleanup tasks
• Use a common role for all tasks required to rendering configurations for quadlets
• Use a common role for all tasks related to starting / restarting quadlets

Acceptance Criteria:

• Introduce a common role that can be used to handle quadlets.
• Allow for easy migration of existing services from edpm_container_standalone to new edpm_container_quadlets role.
