Goal: 

• ovn-controller should be launched via a quadlet
• remove use of edpm_container_manage for ovn-controller

Acceptance Criteria:

• ovn-controller should no longer use edpm_container_manage
• ovn-controller should be able to be started via 

sudo systemctl start edpm-compute@ovn_controller
