Octavia support for DCN needs to be validated and any feature gaps identified

1. The user must be able to deploy Amphorae VMs across multiple sites with a centralized management plane
2. Any timing-related restrictions across the centralized and amphorae components must be identified. e.g. max latency between central and edge sites.
3. Active - Standby operation must be validated
4. Verify dynamic operations such as autoscaling, adding, and deletion of amphorae
