.Load-balancing service (octavia) support for DCN now fully supported

In RHOSO 18.0.14, creating load balancers in availability zones (AZs) are now fully supported. Octavia support for DCN needs to be validated and any feature gaps identified

The user must be able to deploy Amphorae VMs across multiple sites with a centralized management plane
Any timing-related restrictions across the centralized and amphorae components must be identified. e.g. max latency between central and edge sites.
Active - Standby operation must be validated
Verify dynamic operations such as autoscaling, adding, and deletion of amphorae
