Improve topology webhook validation

      Goal: 

      The goal of this story is to improve the existing webhook validations to achieve the following goals:

      1. Deduplicate and optimize the existing code for both ValidateCreate and ValidateUpdate
      2. Fix the wrong "topology" key in the error reported by the current function
      3. Create a generic validateTopologyRef function (in infra-operator) that can be extended as needed without requiring an explicit update to the existing validation webhooks in service operators.
