As a RHOSO administrator, I want to deploy the OVN gateway chassis on dedicated Networker nodes for an OVS-DPDK environment and environments without OVS-DPDK.
We need a new section such as "Deploying dedicated Networker nodes on data plane" into the documentation.
Note: RHOSP 17.1 -> RHOSO 18.0 adoption document mentions Networker nodes[1], but we don't have documents for fresh RHOSO 18.0 deployments.

Additionally, clarify that we do not support gateways on Compute nodes.
