DCN/Edge deployments only

Define the procedure and develop any necessary tooling to adopt a Director-deployed Cinder Control Plane service from a DCN/Edge deployment into a Podified Control Plane.

This may need to make changes to the edge baremetal deployed cinder-volume services, because they will need to conform to the implementation of the podified Edge/DCN support.

Note: This excludes backends using the LVM driver, since we only support LVM for PoCs, and supporting it would add a lot of complexity as it would require us to move volume data from the original deployment to OpenShift.  It can be done, but we think there is no benefit to having it.
