This epic track deploys Nova such that the VM created without using the boot from volume workflow automatically use Ceph storage for all nova provisioned storage.

Ceph in this context is external ceph which can be colcated with the computes (HCI)
or deployed to dedicated storage hosts.

in this configuration, if Glance also uses the same ceph cluster we expect Nova to shallow clone the image in the ceph backend instead of downloading it form Glance.

we can enforce that in the nova config by disabling this however that should be out of the scope of this initial epic.
i will file a second epic to ensure we can use the glance image import and multi-store support with Nova and Ceph.
