When switching from the in-tree cinder storage driver to cinder CSI, we should copy existing configuration and convert to the new format. Not doing so would be a major issue for customers who have customized the storage driver to match their environment. This is similar to OSASINFRA-2732.

The logic should live in openstack-cinder-csi-driver-operator.
