When switching from the in-tree cloud provider to external cloud provider, we should copy existing cloud provider configuration and convert to the new format. Not doing so would be a major issue for customers who have customized the openstack cloud provider to match their environment.

The logic should live in cluster-cloud-controller-manager-operator (CCCMO).
