      As an OpenShift administrator,
      On an OCP cluster with CCM (external cloud provider),
      I want OpenShift to use dedicated credentials for accessing OpenStack.

      Expected outcome:

      • the Installer completes successfully when clouds.yaml only contains Application credentials.
      • OCP on OSP supports secret rotation.
      • clouds that do not support Application credentials can still run on username/passwords.
