This is a continuation of work from OSASINFRA-1891.

Support for external cloud providers will be tech preview in OCP 4.10. OpenStack is expected to include support for it in OCP 4.10.

With OCP 4.10 Tech Preview customers can test the feature with best effort support to fix issues

Full support with GA is expected for OCP 4.11

To consider this complete in 4.10:

• We can deploy a new cluster using using OpenStack CCM
• We can upgrade an existing cluster to use OpenStack CCM
• We have pre-submit test coverage which uses OpenStack CCM in at least:

• cluster-cloud-controller-manager-operator
• cloud-provider-openstack
