The goal of this task is to follow the https://docs.google.com/document/d/1cFZj9QdzW8hbHc3H0Nce-2xrJMtpDJrwAse9H7hLiWk/edit?tab=t.0 to create the binary properly.

Acceptance Criteria

• Structure to move the OLMv1 tests from _ openshift/origin/test/extended/olm_ ( into the project repo openshift/operator-framework-operator-controller implemented
• Make file with the targets to build the binary and call the tests
• The binary should list and run a mock test that will be replaced in a follow-up with the OLMv1 tests themselves, or execute at least one of the real tests implemented in the origin/tests to demonstrate that it works.
