Bulbasaur OLM Sprint 262
Take cluster-olm-operator CI jobs defined in openshift/release out of TechPreview. I.e.
Remove these lines for relevant cluster versions https://github.com/openshift/release/blob/6238927c735ea622771824f5ee307e09c2669549/ci-operator/config/openshift/cluster-olm-operator/openshift-cluster-olm-operator-main.yaml#L57-L58
And update the job names removing -techpreview suffix
