With commit of https://github.com/operator-framework/operator-registry/pull/1278, pre-generating catalog caches should no longer be necessary (once it releases and dependencies here are updated to use the new release).

To support cacheless catalogs, we need to

[ ] make `extractContent.cacheDir` optional [here](https://github.com/operator-framework/api/blob/7d638a091922d82df53d17c082268a45946da626/crds/operators.coreos.com_catalogsources.yaml#L978)
[ ] update reconciler code to handle the optionality [here](https://github.com/operator-framework/operator-lifecycle-manager/blob/master/pkg/controller/registry/reconciler/reconciler.go#L295-L324)
