Goal: Create a wiki for documentation around understanding OLM 1.0's vision.

Notes from planning:

• Link the existing hackmd's from spike outputs to this wiki.
• How do we scope this to a single sprint?
• Summarize the current state, set of decisions, answers to open questions that have been burned down.
• Single source of truth vs. scattered throughout hackmd's to help capture historical context over time.
• Is this upstream or downstream focused? Start with downstream, and then propagate to upstream over time.

AC:

• Create a unified document that summarizes are design decisions, and the list of open questions going forward.
• Define structure and guidelines going forward.
