To on-board the olm marketplace onto the capability feature we must:

1. Update ClusterVersion api to recognise the " olm/marketplace" capability. See sample PR: https://github.com/openshift/api/pull/1125
2. Bump the vendored api version so CVO can recognize the capability. See sample PR: https://github.com/openshift/cluster-version-operator/pull/751
3. Annotate all marketplace operator  resources with "capability.openshift.io/name: olm/marketplace". See example PR: https://github.com/openshift/cluster-baremetal-operator/pull/249
