Epic Goal

• Make it possible to entirely disable the marketplace operator, using the new capabilities feature (https://github.com/openshift/enhancements/blob/master/enhancements/installer/component-selection.md) being delivered in 4.11

Why is this important?

• For users who don't care about the marketplace catalogs, the operator is a waste of resources as all it does is reconcile a config object and create catalogsources from it.

Acceptance Criteria

• CI - MUST be running successfully with tests automated
• Release Technical Enablement - Provide necessary release enablement details and documents.
• Marketplace operator can be disabled as a "capability" at install time, with the result being that the marketplace config api and controller pod do not exist on the cluster
