As an operator author, I would like a simple veneer that auto-wires a specified bundle to be the new head of the default channel for a specified package.

AC:

• Tool is built into `opm alpha`
• Tool fails if specified bundle is already present as a non-channel head in the default channel
• Tool accepts a channel name to modify, but it defaults to the package's default channels.
• Tool outputs updated file-based catalog to stdout (much like `opm render`)
• Tool can write as either JSON or YAML.
• Channels in the package that don't match the affected channel are unaffected.
